(b)落實政府采購政策需滿足的資格要求：（1）項目執(zhí)行《政府采購促進中小企業(yè)發(fā)展管理辦法》的通知（財庫〔****〕**號）及《關于進一步加大政府采購支持中小企業(yè)力度》的通知（財庫〔****〕**號）；（2）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專門面向中小企業(yè)采購，評審時中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠；（3）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（4）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術、服務等指標同等條件下，對財政部財庫〔****〕**號和財政部財庫〔****〕**號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策；（5）購買國貨政策：本項目不接受進口產(chǎn)品；（6）按照《中小企業(yè)劃分標準規(guī)定》（工信部聯(lián)企業(yè)[****]**0號），本項目中小企業(yè)所屬的行業(yè)為建筑業(yè)

(c)本項目的特定資格要求：3、 須系我國境內(nèi)依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4、 要求具備水利水電工程施工總承包三級及其以上資質(zhì)；
5、 具有有效的安全生產(chǎn)許可證；
6、 項目經(jīng)理具有水利水電工程二級及其以上建造師資格，并具有有效的安全生產(chǎn)考核證書；
7、 本項目僅面向中、小、微型等各類供應商采購；
8、 本項目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program:3. It must be a legal person or unincorporated organization legally established in China (the project does not accept branch companies to participate in procurement activities in their own name); 4. It is required to have Grade 3 and above qualification for general contracting of water conservancy and hydropower engineering construction; 5, with effective safety production license; 6. The project manager has the construction engineer qualification of Grade II and above of water conservancy and hydropower engineering, and has valid safety production assessment certificate; 7. This project is only for medium, small and micro suppliers; 8. Subcontracting is not allowed in this project.
