(b)Qualification requirements to be met to implement government procurement policies:This bidding will implement relevant policies such as mandatory or priority procurement of energy-saving and environmental labeling products by the government, promotion of small and medium-sized enterprises, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority areas, and restrictions on the procurement of imported products. If the manufacturer (or service provider) of the bidding product is a small and medium-sized enterprise that meets the requirements of Article 2 of the "Management Measures for Promoting the Development of Small and Medium sized Enterprises through Government Procurement" (Caiku [**** No.**) (the meaning of small and medium-sized enterprises referred to in this bidding document is the same as this), the bidder must provide a "Smal and Medium sized Enterprise Declaration Letter" in the bidding document in a format that meets the requirements of Attachment

(c)本項(xiàng)目的特定資格要求：1）投標(biāo)人單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購活動；
2）為采購項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的投標(biāo)人，不得再參加該采購項(xiàng)目的其他采購活動；
3）根據(jù)財(cái)政部《政府采購促進(jìn)中小企業(yè)發(fā)展管理辦法》（財(cái)庫﹝****﹞** 號）精神，本項(xiàng)目僅面向小、微企業(yè)采購。中小企業(yè)應(yīng)當(dāng)按照規(guī)定提供《中小企業(yè)聲明函》。

(c)Specific qualification requirements for this program:I) The person in charge of the bidding unit, or different suppliers with direct controlling or management relationships, shall not participate in government procurement activities under the same contract;
2) Bidders who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project,
3）In accordance with the spirit of the "Management Measures for Government Procurement to Promote the Development of Small and Micro Enterprises" (Cai Ku [****] No. **) issued by the Ministry of Finance, this project is exclusively open for procurement by small and micro enterprises. Small and medium-sized enterprises should provide the "Declaration Letter for Small and Medium-sized Enterprises" as stipulated.
