            (b)落實(shí)政府采購政策需滿足的資格要求:(1)項(xiàng)目執(zhí)行《政府采購促進(jìn)中小企業(yè)發(fā)展管理辦法》的通知(財(cái)庫〔****〕**號(hào))及《關(guān)于進(jìn)一步加大政府采購支持中小企業(yè)力度》的通知(財(cái)庫〔****〕**號(hào));(2)落實(shí)預(yù)留份額措施,提高中小企業(yè)在政府采購中的份額,扶持中小企業(yè)政策:本項(xiàng)目不是專門面向中小企業(yè)采購;(3)扶持監(jiān)獄企業(yè)、殘疾人福利性單位,并將其視同小微型企業(yè);(4)優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策:在技術(shù)、服務(wù)等指標(biāo)同等條件下,對(duì)財(cái)政部財(cái)庫〔****〕**號(hào)和財(cái)政部財(cái)庫〔****〕**號(hào)文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購;對(duì)節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品,實(shí)行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策;(5)購買國貨政策:本項(xiàng)目不接受進(jìn)口產(chǎn)品;(6)按照《中小企業(yè)劃分標(biāo)準(zhǔn)規(guī)定》(工信部聯(lián)企業(yè)[****]**0號(hào)),本項(xiàng)目中小企業(yè)所屬的行業(yè)為建筑業(yè)。

            (b)Qualification requirements to be met to implement government procurement policies:(1) The project shall implement the "Notice on Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [****] No. **) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [****] No. **). (2) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically targeted at small and medium-sized enterprises for procurement. (3) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; (For details, please refer to the procurement documents)

            (c)本項(xiàng)目的特定資格要求:1、****年1月1日至今未被“信用中國”(www.creditchina.gov.cn)、中國政府采購網(wǎng)(www.ccgp.gov.cn)列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單;
            2、須系我國境內(nèi)依法設(shè)立的法人或非法人組織(本項(xiàng)目不接受分公司以自己名義參加采購活動(dòng));
            3、供應(yīng)商應(yīng)同時(shí)具備以下施工資質(zhì):1)中華人民共和國住房和城鄉(xiāng)建設(shè)部頒發(fā)的施工總承包建筑工程三級(jí)或以上資質(zhì);2)中華人民共和國住房和城鄉(xiāng)建設(shè)部頒發(fā)的施工專業(yè)承包建筑裝修裝飾工程二級(jí)或以上資質(zhì)。
            4、企業(yè)具有有效的安全生產(chǎn)許可證;
            5、擬派項(xiàng)目負(fù)責(zé)人具有建筑工程專業(yè)二級(jí)及其以上注冊建造師執(zhí)業(yè)資格,具備有效的安全生產(chǎn)考核合格證書,且未擔(dān)任其他在建的建設(shè)工程項(xiàng)目的項(xiàng)目負(fù)責(zé)人((以響應(yīng)文件中提供的加蓋單位公章的《項(xiàng)目負(fù)責(zé)人基本情況表》為準(zhǔn)(通過上海市住房和城鄉(xiāng)建設(shè)管理委員會(huì)網(wǎng)站zjw.sh.gov.cn 查詢、打印,首次響應(yīng)文件提交截止時(shí)間前7 天內(nèi)打印有效))。
            6、處于被政府管理部門禁止參加投標(biāo)期間的單位不得參與競爭;
            7、本項(xiàng)目不允許轉(zhuǎn)包。

            (c)Specific qualification requirements for this program:1. Has not been included in the list of dishonesty executors, major tax violation cases, or serious dishonesty records in government procurement on Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn) from January 1, **** to the present; 2.
