（3）為采購項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的潛在投標(biāo)人，不得參加本項(xiàng)目的采購活動(dòng)；
（4）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同潛在投標(biāo)人，不得參加同一合同項(xiàng)下的政府采購活動(dòng)；

(c)Specific qualification requirements for this program:(1) Potential bidders who have provided overall design, specification formulation, project management, supervision, testing, or similar services for this procurement project are prohibited from participating in the procurement activities.
(2) Different potential bidders sharing the same legal representative or having a direct controlling shareholding or management relationship are not allowed to participate in the same government procurement activity under this contract.
(3) Subcontracting is strictly prohibited for this project.
(4)This procurement project is specifically targeted at small and medium-sized enterprises (SMEs).
