簡要規(guī)格描述或項目基本概況介紹、用途：為推進臨港新片區(qū)范圍內(nèi)各項工作規(guī)范化、高效化，確保完成財務(wù)往來、數(shù)據(jù)匯總分析、文件歸檔、后勤管理等輔助類工作，需專門采購專業(yè)化服務(wù)，特通過購買服務(wù)的方式予以保障，協(xié)助機關(guān)相關(guān)部門完成各類輔助性工作。（詳見第三章項目概況及技術(shù)服務(wù)要求）
Brief specification description or basic overview of the project:In order to promote the standardization and efficiency of various work within the scope of the Lingang New Area, and ensure the completion of auxiliary work such as financial transactions, data collection and analysis, document archiving, and logistics management, specialized services need to be procured and guaranteed through the purchase of services to assist relevant departments in completing various auxiliary work. (See Chapter 3 Project Overview and Technical Service Requirements for details)
合同履約期限：本項目為一次采購三年有效，合同一年一簽，每年經(jīng)過招標人考核合格后，合同續(xù)簽一年，最長不超過三年。本次招標服務(wù)期限為合同簽訂生效后一年。
The Contract Period:This project is a one-time procurement valid for three years, with a contract signed once a year. After passing the bidder's assessment each year, the contract will be renewed for one year, with a maximum of three years. The service period for this bidding is one year after the contract is signed and takes effect.

2、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單。
(b)Qualification requirements to be met to implement government procurement policies:1. In accordance with Article ** of the Government Procurement Law of the People's Republic of China, it is not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) or China Government Procurement Network (www.ccgp. gov.cn).
(c)本項目的特定資格要求：（1）具有獨立承擔民事責(zé)任的能力及相應(yīng)的履約能力；
（2）本項目非專門面向中小企業(yè)采購；
（3）單位負責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動；
（4）法人依法設(shè)立的分支機構(gòu)以自己的名義參與投標時，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的授權(quán)其分支機構(gòu)在其經(jīng)營范圍內(nèi)參加政府采購活動并承擔全部民事責(zé)任的書面授權(quán)。法人與其分支機構(gòu)不得同時參與同一項目的采購活動；
(5）符合《關(guān)于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動。
（6）本次招標不接受聯(lián)合體投標，不允許合同轉(zhuǎn)讓與分包。
